The head of state approved a law of Kazakhstan on republican budget for 2004

/Kazakhstan today, December 9, 03/ - The head of state, Nursulatan Nazarbayev approved a law of the RK on republican budget for 2004. The text of the law has been published today, on December 9 in the official press. Thus, republican budget for 2004 has been approved with the following parameters: inflows - KZT875,896,221 ths, including revenues - KZT791,306,164 ths, official transfers received - KZT66,908,685 ths, repayment of loans - KZT17,681,372 ths. Outlays have been estimated at KZT968,559,221 ths, including expenditures - KZT930,652,184 ths, borrowings - KZT37,907,037 ths, deficit KZT92,633,000 ths, or 1.9% of expected Gross Domestic Product of the country. Rent payments for usage of military grounds by the Russian Federation is reflected in revenues of republican budget in amount of KZT4,215,750 ths, out of which KZT490,560 ths is received in cash, KZT3,725,190 ths is paid based on terms, specified in agreements between the RK and the RF on rental of testing areas. The republican budget for 2004 also allows for inflows from the Russian Federation for the usage of Baikonur complex in form of rent payments in amount of KZT17,629,500 ths, debts on rental payments in amount of KZT9,964,500 ths. In compliance with article #11 budget withdrawals from oblast budgets and budget of Almaty city has been set for 2004 in total amount of KZT66,908,685 ths, including from Atyrau oblast - KZT24,220,657 ths, Mangistau - KZT11,133,594 ths, Almaty city - KZT31,554,434 ths. Moreover, as the document states, in the next year funds for increasing authorized capital of organizations, which contribute to realization of a state agricultural program for 2003 to 2005, approved by the decree of the president of the RK, are included in the budget in amount of KZT7,512,317 ths. Subvention amounts, transferred from state to local (oblast) budgets, are set in total amount of KZT128,944,652 ths, including: Akmola oblast - KZT13,886,205 ths, Aktobe - KZT1,865,067 ths, Almaty - 13,908,593 ths, Eastern-Kazakhstan - KZT14,913,135 ths., Zhambyl - 14,923,777 ths., Western Kazakhstan - KZT2,494,466 ths, Karaganda - KZT6,605,669 ths, Kostanai - 8,884,864 ths, Kyzyl-Orda - 10,629,369 ths, Pavlodar - KZT1,490,669 ths, Northern Kazakhstan - KZT11,407,502, Southern Kazakhstan - KZT27,955,336 ths. Republican budget will provide oralman families (kazakhs returning to motherland from other countries), arrived under immigration quota, with KZT4,599,000 ths for acquiring housing facilities. These funds will be distributed among oralmans' families, where each family member receives 100 monthly calculating indexes in an order regulated by the government of the RK. The reserve of the government of the Republic of Kazakhstan for 2004 is approved in amount of KZT10,258,913 ths, including: amounts for liquidation of extraordinary events of man - caused nature and environmental disasters or other unforeseen expenditures - KZT9,428,000 ths., for repayment of borrowings of government, central state bodies and their territorial sub-units according to courts decisions - KZT230,913 ths. For repayment and servicing of borrowings secured by government, KZT13,158,557 ths was included in state budget for 2004. The law comes in force since January 1, 2004. [2003-12-09]
