/KASE, September 21, 2020/ – Samruk-Energy (Nur-Sultan), whose bonds are
officially listed on Kazakhstan Stock Exchange (KASE), has provided KASE with
the following communique dated September 21, 2020:

Samruk-Energy JSC deems it necessary to clarify some of the issues raised by
the deputy of the Mazhilis of the Parliament of the Republic of Kazakhstan
Meruert Kazbekova. We remind you that in the course of the recent discussion of
the problems of the electricity market, accusations were made against the
electric power holding of imposing on entrepreneurs "more expensive electricity
from the Ekibastuz GRES-1 instead of from GRES-2". In addition, the companies
indicated that it does not sell electricity directly, but through private
intermediaries – energy supply organizations.
With regard to sales through intermediaries, it should be noted that all power
plants in the country, as producers, are interested in increasing their
electricity sales. Ekibastuz GRES-1 and GRES-2 provide equal conditions to all
consumers in accordance with the Entrepreneurial Code of the Republic of
Kazakhstan. The attitude of the stations to the subjects of the wholesale
market is absolutely neutral, regardless of whether the supply of electricity
is carried out under a direct contract with a consumer or through an energy
supplying organization. All subjects of the wholesale market can turn to power
plants and they will provide them with electricity.
Ekibastuz GRES-1 and GRES-2 are stations of national importance. Together
they provide stable electricity supplies to consumers. In addition, both
stations ensure reliable and safe operation of the country's power system in
parallel with the power systems of neighboring countries.
Indeed, the maximum tariffs for EPS-1 and EPS-2, approved in accordance with
the legislation, differ. In this regard, in order to ensure equal and non-
discriminatory access to both power plants, i.e., so that some consumers do not
receive cheap electricity from EGRES-1, and others – expensive electricity from
EGRES-2, it was decided to centrally sell electricity from Ekibastuz stations
from January 1, 2020. within the framework of a tripartite agreement. This
document, which is fully consistent with the Entrepreneurial Code of the
Republic of Kazakhstan, equally distributes expensive and cheap electricity to
all consumers.
