Mangyshlakskiy atomic energy complex has been sold to NAC Kazatomprom CJSC for KZT112 m

/Kazakhstan today, April 30, 03/ - Mangyshlakskiy atomic energy complex (MAEC), which was recognized as a bankrupt in January of 2003, has been sold by single lot to NAC Kazatomprom CJSC for KZT112 m., at the past auction on selling of valuable complex of RSE "MAEC". Trades on selling of MAEC's complex was held today, on April 30 at the open auction by Dutch method (for decreasing of price), a correspondent of KZ-today informs. Trades by English method, which were appointed on April 29, were recognized as failed because of absence of participants' bids. Starting price of the complex was 6 bn. 040 m. 522 th. 800 tenge. Minimum price - 111 m. 769 th. 297 tenge. Guaranteed fee for participation in the auction was from 5 to 10% of minimum price of property of the complex. According to the decree of Kazakhstan government dated December 23 of 2002 "About special terms and the order of realization of the competition mass of the republican enterprise "Mangyshlakskiy atomic energy complex", the sale was made by single lot, because MAEC is the strategic enterprise, which gave single technological production cycle, which is necessary for uninterrupted energy-heat water supply and keeping of radiation safety of reactor BN-350. I.e., after the sale, assets of RSE MAEC will be bought on special terms; RSE's employees automatically move to the new company. One of the terms of trades conducting was participation of only specialized juridical entities ion the auction, who had license for exploitation of objects of atomic energy or industry, and also operational experience at Kazakhstan market of atomic energy and industry of no less than 5 years. Three Kazakhstan companies, which submitted applications for purchasing the RSE, took part in the auction. In particular, it is republican state-owned enterprise "National nuclear center", KATEE OJSC (Kazakh atomic energy enterprise) and NAC Kazatomprom CJSC. NAC Kazatomprom CJSC, 100% market share of which belong to the government, and according to the resolution of the government, has corresponding license and funds for purchasing this object. Thus, the enterprise is not subjected to privatization. According to the government's decree, while selling MAEC the following rules were followed: indivisibility of the complex, selling to a state-owned enterprise of national company with 100% market share of the government and indispensable improvement of the enterprise's financial position. Today total sum of MAEC's debt is KZT8.3 bn., KZT4.5 bn. of which - indebtedness for the budget. The staff of MAEC, besides, BN-350, comprises heat and power plants HS- 1, HS-2, condensation heat power station HPS, , the plant of preparation of distillate and industrial water supply, main hot-water systems and pipelines with central hubs of water supply - CHWS 1.2.3, electric main with substations, water scoop, repair plant, warehouses, mazut storehouses, militarized guard and other objects. Since May 1 of 2003 RSE Mangyshlakskiy atomic energy complex will be entirely reregistered into "MAEC-Kazatomprom" LLP. [2003-04-30]
