on Kazakhstan Stock Exchange (KASE), has informed KASE as follows:

Kcell Joint Stock Company («Kcell» or the «Company») (LSE, KASE: KCEL), the
leading provider of mobile telecommunications services in Kazakhstan, announces
that Fitch Ratings upgraded Kcell’s Long-Term Issuer Default Rating ("IDR") from
BB to BB+, outlook Stable.
Fitch Ratings also raised long-term rating of a parent company, Kazakhtelecom,
from BB+ to BBB-, outlook Stable.
