Innovation fund and corporation for export insurance will be founded within the frameworks of industrial program of Kazakhstan development - President of Kazakhstan

/Kazakhstan today, April 4, 03/ - Innovation fund on development and
introduction of innovations and venture entrepreneurship and also Corporation
on export insurance, which will insure political risks concerned with
international trade, with the purpose of constant interaction of
scientific-technical and enterprise sphere will be founded in Kazakhstan.
Kazakhstan President Nursultan Nazarbayev speaking in Kazakhstan Parliament
with annual message for Kazakhstan people said about it today, on April 4 in
Astana.
Natural reserves do not restore and if they disappear Kazakhstan may have
economic losses, and afterwards political independence. In accordance with it,
Nazarbayev said, Kazakhstan Government has worked out the state program of
industrial-innovation development till 2015. It's purpose is to achieve stable
balanced development of economics from raw stuff sphere - to manufacturing
one.
Major task of the program is to increase GDP by the year 2015 in comparison
with 2000 3.5 times as much. Major purpose of the program is to create
enterprising climate, competitive sphere, Social institutions system, which
will stimulate private sector for creation of productions with high added
value. The country's head noted that ferrous and nonferrous metallurgy,
branches on raw stuff processing including agricultural one, had most
significant potential in such productions creation.
Modern ways of such productions organization, Nazarbayev said, require
government's encouragement. We should skillfully use scientific base we have
creating technoparks. In particular, in Alatau settlement in Almaty there will
be founded information technologies center, in Stepnogorsk - center of
biotechnological development, in Kurchatov - nuclear technologies center.
Government's supporting the program will be lax crediting, export insurance,
market share in constituent capital, commercial information distribution. State
investment expenses will equal in the average to KZT38 bn. a year. The
significant part of them will be spent for creation and modernization of
production and scientific infrastructure.
In accordance with it, Nazarbayev noted, it's necessary to reexamine our
approaches to scientific and innovation practice for reform of the science it
to concern not only structural transformations. Volume of state financing for
scientific-applied researches should be increased. The set task requires
reexamination of foreign trade activity principles. The country should take
guiding line to trade liberalization, regional integration, switching to the
world standards, export orientation of production of goods and services.
In order to realize the program, there will be created and capitalized the
system of development institutions. Development bank of Kazakhstan has started
its activity on crediting domestic enterprises, which work in non-raw stuff
sector. The bank has already given credits in the amount of KZT23 bn.,
Nazarbayev said.
There has been founded and set in operation National fund, in the nearest
future Kazakhstan investment fund, which is meant for promoting to development
of Kazakhstan companies, which produce goods with high added value, will be
founded by means of market share in the capital. With the purpose of constant
interaction of scientific -technical and enterprising sphere, Innovation fund
and Corporation on export insurance will be founded.
It's necessary to note, the President said, that state institutions of
development will not substitute or force out other enterprises from the market,
but will become the driving force of competitive economy, involve private
enterprises into innovation processes on support principles.
The rapid growth of Kazakhstan economics, he noted, will also be promoted by
integration initiatives of Kazakhstan, in particular, foundation of Single
economic area of Byelorussia, Kazakhstan, Russia and Ukraine. However many
things will depend on harmonization of state legislation, active participation
of parliamentarians in this process.
