/IRBIS, Oct.18, 99/ - According to REUTERS, the Speaker of Mazhilis of
Kazakhstan (one of Parliament's chambers) Marat Ospanov believes that the
new Government will inevitably return to the question about sale of the
Kazakhstan share in the oil-extracting JV Tengizchevroil and to the pension
reform updating to find money for the social programs.
Kazakhstan is not excluded the sale of a part of its 25% share in
Tengizchevroil, which extracts a third of Kazakhstan's oil to finance the
budget deficiency.
"The Government should not reduce the social programs, maximum
pensions level and the invalids allowance, that was defended by Parliament",
- has told Ospanov.
In Ospanov's opinion, means for the social programs can be found by
changing the pension system. He offers to increase to 20% (from 15%)
payments in Fund of pension liability for the present pensioners at the
expense of reduction to 5% (from 10%) payments in accumulative pension
funds.
Ospanov positively evaluates the chances in the government, considering it
as more professional.
