The summation of election results in Kazakhstan can be delayed - CEC

/IRBIS, Oct.12, 99/ According to REUTERS, which cites Elena Kuleshova,
secretary of the Central Election Committee (CEC), not less than 7 days can
be necessary for official preliminary summation of the Mazhilis (Lower
chamber of Parliament of Kazakhstan) election results because of technical
problems.
Kuleshova said that the summation is complicated by the big volumes of
work of the district committees. As she said, the reports and protocols are
delivered to the district committees from the voting places 500-600
kilometers away.
Kuleshova also has confirmed an information from informal sources that four
parties - Otan, Communist, Agrarian and Grazhdanskaya (Civil) - have
passed a seven-percentage barrier and can struggle for 10 places in
Mazhilis under the party lists.
Kuleshova also said, that the second round of voting is expected in 70% of
the one-mandatory districts. 547 candidates from the one-mandatory districts
claim to 67 Mazhilis places. The district committees will nominate date of the
second round by itself, but CEC recommended to conduct it on October 24.
