KAZAKHSTAN IS HAVING PROBLEMS WITH RECEIVING NEW IMF LOANS

/IRBIS, Oct.06, 99/ - Informational and analytical center "Eurasia" transmitted
a message about unsuccessful end of talks of Kazakhstan government with
IMF regarding the opening of a new line of credit. The talks about the loan
were held in Washington by Kazakhstan delegation lead by the minister of
finance (now acting minister) Uraz Djandosov.
IMF accepted the following terms for securing the loan as the transparency
of the financial system of Kazakhstan, balanced state budget, liberal external
trade and existing realistic mid term economic program. In IMF specialists
opinion, non of these terms are maintained by Kazakhstan.
IAC "Eurasia" informs that outflow of capital from Kazakhstan was also
discussed at the talks. According to some information, IMF representatives
were informed of privatization funds of Kazakhstan in accounts of foreign
banks. The funds are estimated at a few billion dollars. IMF fears the
repetition of the scandal happened with Russia.
By experts' assessment, credits not received by Kazakhstan from other
international organizations - World and Asian banks will make $300 mln till
the end of the year.
