"The first reading, we have agreed, will held at September 15, as the government hurries", - he has told REUTERS. According to the budget law, the government should present to parliament the project of the next year budget before September 15, and the parliament should accept it till December 15. In Ospanov opinion, the government obviously hurries, transmitting the budget project to the parliament at September 2. "It will be IMF's meeting at September 27. Probably, the government wants, we to return a verdict before this date. But, I think, if we will do it, the verdict will by certainly negative", - has told Ospanov. The Mazhilis speaker considers, that the budget's macroeconomic parameters does not corresponds to a real condition of economy, in spite of the fact that the prime minister of country Nurlan Balgimbaev one week ego named the new budget project "difficult, but real". "The predicted growth of GDP is overestimated. It is expected about one percent, but I think, that there are no real changes in the real sector, therefore the figure and the forecasts are overestimated, and it does the budget unreal ", - Ospanov said. The deficiency of the budget-2000, according to the government's forecast, will make 3.0 percents of GDP - in comparison with 3.6 percents of the present year plan. The Mazhilis speaker has recognised, that the government has expanded the social programs, including on public health services and culture. However, he remind of the government's offer to reduce the maximum level of pensions to 6 500 tenge from 13 000 tenge, and to liquidate social privileges of the third group invalids. "I am not prize an opportunity of passing of these changes through the parliament. From this point of view it is clear, that the government will have very large problems with this budget", - Ospanov considers. According to his opinion, the election campaign, in which more then half of deputies will be involved, will not prevent work on the budget project. "The Deputies of this convocation will work till December 10, the elections come to an end at October 10, - so, we have a lot f time", - has told Ospanov.
