/IRBIS, January 10, 2012/ - As of January 1, 2012 public debt of Kazakhstan, issued in the form of government securities (GS), together with the service (the sum of coupon payments) amounted at current prices KZT 3,135.0 billion or equivalent to 21,125.6 million U.S. dollars on the rate of 148.40 tenge per U.S. dollar. This was conclusion of IRBIS specialists in the analysis of their own databases. In conducting this analysis, the amount of future payments and MEUJKAM and MUIKAM calculated taking into account the consumer price index, which was recorded for the period from November 2009 to December 2011. From December 1-31, 2011 total debt rose by 103.1 billion tenge (+3.4%) or in dollar terms - by $600.4 million (+2.9%). In November 2011, total debt decreased by 76.0 billion (-2.4%) or in dollar terms - by $540.2 million (-2.6%). According to information available to the IRBIS, the volume of GS from National Bank of Kazakhstan in Dec 2011 on the amounts of placement was 239,175.4 million tenge (in Nov 2011 - 42,901.5 million tenge). The issuer redeemed the notes to the amount of 232,034.9 million tenge (Nov - 190,644.7 million tenge). Thus, the December surplus of net borrowing of National Bank on the government securities market amounted to plus 7,140.4 million tenge. The corresponding figure in November 2011 - minus 147,743.1 million tenge ("minus" sign in the exponent of balance means that the amount was withdrawn from the budget of the issuer and has remained among investors, "plus" - for that amount the issuer has taken longer than repaid). Ministry of Finance of the Republic of Kazakhstan has attracted over the period 80,520.3 million tenge (in Nov 2011 - 51,100.0 million tenge), but paid the par value of bonds and the coupon of 4,594.1 million tenge (in Nov - 16,006.0 million tenge). The December surplus net borrowing in the Ministry of Finance is estimated at plus 75,926.2 million tenge (in November 2011 - plus 16,006.0 million tenge). In December 2011 the total net borrowing balance of Kazakh issuers of GS was estimated by IRBIS as plus 83,066.7 mln. The corresponding figure in November 2011 is minus 131,737.1 mln.
