letter of November 17, 2008 # 861 of the following content:

response message in the Ministry of Finance of Republic of Kazakhstan,
regarding the ban on infrastructural bonds issue we ask you to recall the first
version of the letter # 834, dated November 10, 2008, sent earlier due to
technical mistake. Use the text of the second letter version, which was
provided later with changes under the same number and date as that of the
first one for website information.

November 10, 2008 from its website, as this version appeared in KASE news
of November 13, 2008 "Batys transit disputes the opinion of the Ministry of
