From May 1, 2025, changes will come into effect on redistribution of the cost of transporting Russian oil through the territory of the Republic of Kazakhstan to the People's Republic of China

Pursuant to the Order of the Minister of Energy of the Republic of Kazakhstan, starting from May 1, 2025, the amendments on redistribution of the transportation cost of Russian oil through the territory of the Republic of Kazakhstan to the People's Republic of China along the route: the border of the Russian Federation - the border of the Republic of Kazakhstan (Priirtyshsk) – Atasu (Republic of Kazakhstan) – Alashankou (People's Republic of China) will come into force.
The transportation cost will be:
- on the section of "the border of the Russian Federation – border of the Republic of Kazakhstan (Priirtyshsk) – Atasu (Republic of Kazakhstan), including oil transshipment at the Atasu oil loading station" – USD7.24 per 1 ton, VAT excluded;
- on the section of "Atasu (Republic of Kazakhstan) – Alashankou (People's Republic of China)" – USD7.76 per 1 ton, excluding VAT.
Currently, the redistribution of value is as follows:
- on the section of "the border of the Russian Federation - border of the Republic of Kazakhstan (Priirtyshsk) – Atasu (Republic of Kazakhstan), including oil transshipment at the Atasu oil loading station" – USD4.23 per 1 ton, VAT excluded;
- on the section of "Atasu (Republic of Kazakhstan) – Alashankou (People's Republic of China)" – USD10.77 per 1 ton, VAT excluded.
