Kazakhstan head appointed new Government

/REUTERS, Astana, Raushan Nurshaeva, Jan 28, 02/ - The President of Kazakhstan Nursulatan nazarbaev on Tuesday appointed majority of new government members. As a result of Cabinet change, which took two days for the President, new Prime Minister Imangali Tasmagambetov receive a team of officials -"veterans".

A significant part of ministers of former Cabinet of Kasymzhomart Tokaev saved their portfolios. The structure of the Government hasn't almost changed, but one of three vice-ministers received a position of the minister of finance while under Tokaev the only Deputy with minister's portfolio was responsible for energy and mineral resources.

New head of the Government Imangali Tasmagambetov, former vice- president in old Cabinet, after appointment announced that will realize President policy.

"I will realize and carry out a policy of our President," said 45-years old staff official Tasmagambetov having called himself in one of interviews "product of Nazarbaev".

A team, with which Tasmagambetov will struggle for keeping up of acquired during last two years high tendencies of economic growth in conditions of low prices for oil and metals - main export goods of raw materials Kazakhstan, fully consist of officials who have an experience in the government.

Even Tokaev who said while leaving that "new people time has come" left to work in Cabinet having received positions of the minister of foreign affairs and state secretary.

Among three Deputies of new head of the Government only one - Baurzhan Mukhamedzhanov - for the first time was appointed the vice-premier. Before he has worked as the deputy head of administration of Nazarbaev, where he moved from a position of the minister of justice.

Other two vice-ministers - Alexander Pavlov and Karim Masimov - will have to get accustomed to new cabinets for a long time. The banker Masimov was the vice-premier under Tokaev's supervision and Pavlov worked as the minister of finance, vice-premier and the first vice-premier under Akezhan Kazhegeldin, Nurlan Balgimabaev and Tokaev supervision before December 2000 when he was appointed the Deputy Chairman of the board of the largest copper producer in Kazakhstan Kazakhmys OJSC.

Pavlov is one of ethnical Russians in Kazakhstan Government who also received a portfolio of the minister of finance. In his turn, one of Cabinet's long-livers, the vice-premier, the minister of energy and mineral resources Vladimir Shkolnik has lost a position of the Deputy Chairman of the Government having been left at the same time as a head of energy department.

In this case Nazarbaev saved in general economic block of the Government, which he renewed recently: at the end of last year under insistence of Tokaev Nazarbaev fired a group of "young reformers" headed by the vice- premier Uraz Dzhandosov who created an opposition movement Democratic choice of Kazakhstan.

Economists that played an important role in promotion of Kazakhstan in a way of structural changes to economic growth at 23 percent for the last two years demanded rapid democratization of the society in the biggest country of Central Asia.

Fired reformers, ideas of which Nazarbaev admits and sympathizes haven't found their niches in a new Cabinet. However, still vacant is a position of the minister of economy and trade, which belonged to Zhaksybek Kulekeev in tokaev's Government. The press service of the President says that a decree about the minister of economy will not be signed on Tuesday.
