/IRBIS, April 29, 2011/ - The payment system will be implemented on the Astana-Schuchinsk highway this year, the press service of the Ministry of Transport and Communication of Kazakhstan messages.
As stated, on April 28, 2011 the Minister of Transport and Communication Berik Kamaliyev has taken the meeting on the issue of implementing the payment on Astana - Schuchinsk highway.
The chair of the Committee on highways Zamir Saginov has noted that the Strategic plan of Development for the Republic of Kazakhstan up to 2020, signed by the decree of the President, stipulates the implementation of the payment system on separate sections of republican major highways.
The project is planned to be realized as a paid highway with open payment system in the beginning and in the end of the sector, with setting up 4 arches with video control system on the borders of 5 regions.
The payment offices will be placed near the posts. With the goal of automation and excluding of the interrogation between the operator and the users, they will be equipped with payment terminals, in the way of using credit cards and cash. The vehicles that are exempt from tax, will be put into the database, and the gate will automatically open for them. Same for the local community which has no alternate entrance. There are 16 such villages with 11 thousand people and 2,500 vehicles. The arches are located on the region borders and include the instrument of identification by license plates, a radar and a tracers reader.
The analysis of fare in 16 countries have been performed, including the countries with 2-18 KZT payment for the passenger cars. The method of calculating the fare in Kazakhstani conditions is now worked out. The offers have been appealed to the state bodies.
On the meeting, Kamaliev charged the Committee on Highways with the project realization schedule.
