As stated in the rules of procurement made the rules governing the special procedure for public procurement of goods, works and services for law enforcement and national security, rule of secrecy, as well as guarantee national security of the Republic of Kazakhstan.

As indicated, public procurement with a special order made in cases of acquisition of goods, works and services in law enforcement and national security, as well as goods, works and services, details of which are state secrets and information containing proprietary information restricted distribution of certain Government of the Republic of Kazakhstan, which require the establishment of the special arrangements for public procurement, ensuring adherence to privacy, as well as guarantee national security.

List of potential suppliers, to who will be invited, is made by the customer and approved by the first head, or executive secretary or otherwise exercising the powers the executive secretary officer determined by the President of the Republic of Kazakhstan, the customer or a person performing his duties.

In the case where the annual volume of public procurement of certain goods or certain work and services in terms of value does not exceed 4000-fold, MCI, then the competition with a closed procedure is as follows:

- the decision of the head or the secretary or other authority exercising executive secretary officer determined by the President of the Republic of Kazakhstan, the customer or the person performing his duties, shall be approved by competition commission is determined by the Secretary of the Competition Committee;

- no later than 5 working days before the deadline for submission of bids for at least two potential suppliers sent a written invitation. The tender documentation is issued in the form of a written request signed by the authorized official organizer of purchase.

The request must contain information on the quantity of goods on the amount of work performed, services rendered, are the subject of ongoing public procurement, with the amounts allocated to public procurement, a brief description of the goods (with the technical conditions), services, works, place of delivery; required delivery times; on the start dates and end submission of bids by potential suppliers. Proof of compliance with the qualifications of potential suppliers is sought.

- Not later than 1 working day from the end of the submission of the envelopes with bids Bid Evaluation Committee opens the envelopes with the bids of potential vendors, and compares the price offers, and determines the winner of the supplier offered the lowest competitive quotation.

- If the lowest competitive price offer submitted several potential suppliers, the winner acknowledges potential supplier, competitive price offer which arrived earlier competitive price offers other potential suppliers;

- bid potential supplier to be rejected if more than the amount allocated for the purchase of such goods, works and services; potential supplier does not accept any offers to change and (or) to supplement the essential terms of the draft agreement on government procurement, potential suppliers to submit more than one bid price offer . Rejection of bids for other reasons is not permitted;

- decision on the outcome of the contest shall be in writing;

- no later than 5 working days after the deadline for submission of bids by the organizer of the procurement notice must inform all potential suppliers that submitted bids on the outcome of the contest. The regulation enters into force from the date of first publication.
