Moody's: (The following statement was released by the rating agency) LONDON, Aug 24 - Moody's Investors Service placed the Ba2 issuer rating of Kazakhoil under review for possible downgrade. The rating agency said the review was prompted by the recent announcement that the Kazakh Government has removed Kazakhoil's 20% stake in the Tengizchevroil project (TCO) and placed under Government control. When Moody's rated Kazakhoil for the first time last year, the company's holding in the very large and potentially lucrative TCO joint venture development project was a significant factor in the rating, indeed Moody's expressed its belief that TCO was "of fundamental importance to Kazakhoil's future for both production growth and earnings." At the same time, however, Moody's was concerned that the Kazakh Government retains the right to remove Kazakhoil's assets without consideration, as it had recently removed 5% of Kazakhoil's stake in TCO. Despite assurances, this has now recurred. In its review for possible downgrade Moody's will consider the motivation for the removal of the asset from Kazakhoil, whether the fundamental relationship between the Kazakh Government and its 100%-owned company has changed, and to what extent the rating should continue to imply Government support for Kazakhoil in case of need. It will also take into account Kazakhoil's revised development plans and the impact that the removal of TCO will have on them. Kazakhoil, headquartered in Astana, Kazakhstan, is the state-owned oil and gas company of Kazakhstan. Its activities include exploration and production, refining, transportation, marketing, and the import and export of crude oil, refined product and gas.
