MOODY'S ASSIGNS Baa3 RATING TO UPCOMING DRAWDOWN UNDER DEVELOPMENT BANK OF KAZAKHSTAN'S EMTN PROGRAMME; POSITIVE OUTLOOK Limassol, May 26, 2005 - Moody's Investors Service has assigned a rating of Baa3 to the prospective US$100 million drawdown under the US$400 million European Medium-Term Note (EMTN) Programme of Development Bank of Kazakhstan with a maturity of up to 15 years. The outlook for the rating is positive. The notes will be ranked at least pari passu with other senior unsecured obligations of the bank, save for those preferred by the Kazakhstani law. The notes are also subject to a negative clause covenant and the bank has to maintain the level of tangible net worth at no less than KZT28 billion (US$215 million). The Baa3 rating reflects the bank's vital role in financing the non-mineral resources sectors of the national economy as well as the bank's 100% ownership by the government of Kazakhstan and regional authorities, which result in a high probability of support in case of need. The rating has been placed at the sovereign ceiling for such ratings in Kazakhstan, reflecting Moody's belief that the Kazakhstani government is firmly committed to supporting this development institution, if necessary. The outlook for the Baa3 rating is positive, in line with the outlook for Kazakhstan's foreign currency debt ceiling. Earlier in 2005 Moody's announced plans to examine ratings on various government-related issuers (GRIs) [including those on Development Bank of Kazakhstan] in line with the rating agency's 'joint-default analysis' methodology by the middle of the year. The likely result of the application of the new methodology will be that ratings for most GRIs will be either affirmed or upgraded, although a few issuers may see ratings downgraded. Development Bank of Kazakhstan is incorporated in Astana (Kazakhstan), and reported total IFRS-consolidated assets of US$766 million at 31 December 2004. [2005-05-26]
