MOODY'S CHANGES OUTLOOK ON NURBANK'S (KAZAKHSTAN) Ba3/E+ RATINGS TO POSITIVE
Limassol, December 21, 2004 - Moody's Investors Service has changed the
outlook on the Ba3 long-term foreign currency deposit rating and E+ financial
strength rating (FSR) of Kazakhstan's Nurbank to positive from stable.
Moody's said that the positive outlook on Nurbank's E+ FSR reflects (i) the
bank's growing market shares; (ii) the increased diversification of the bank's
loan portfolio, with a rapidly growing share of residential mortgages and much
reduced exposure to a handful of corporate customers; (iii) recovering
profitability; (iv) maintained good asset quality; and (vi) adequate
capitalisation. However, at the same time, Moody's noted that, given that the
bank's portfolio of mortgages was originated very recently and is fairly
unseasoned, any future material rise in delinquencies would potentially exert
downward pressure on the ratings. In addition, the bank's liquidity position
tightened over the first half of 2004, resulting in a higher reliance on
interbank funding sources, such as short-term syndicated loan facilities from
foreign banks. Any further rise in dependence on these, at times, volatile
funding sources might reset the outlook back to stable.
According to Moody's, Nurbank's Ba3 deposit rating continues to incorporate an
expectation of limited support from the Kazakhstani authorities, should the
need arise, reflecting the bank's growing importance to the national banking
system. However, Moody's cautioned that any external support from the country's
financial authorities, in case of distress, might be of a limited nature; the
extent and timeliness of such support are somewhat uncertain but are well
captured in the Ba3 rating.
Nurbank is headquartered in Almaty, Kazakhstan and reported total IFRS-
consolidated assets of KZT78.6 billion (US$576 million) as of 30 June 2004.
