Moody's присвоило Темирбанку (Казахстан) долгосрочный рейтинг "В1",
краткосрочный "Not Prime" (NP) и рейтинг финансовой устойчивости "Е+",

MOODY'S ASSIGNS B1/NP/E+ RATINGS TO TEMIRBANK (KAZAKHSTAN)
LONDON, Dec 02 - Moody's Investors Service has assigned B1 long-term and
Not Prime short-term ratings for foreign currency deposits and an E+ Financial
Strength Rating (FSR) to Kazakhstani institution, Temirbank. The outlook on all
ratings is stable.
According to Moody's, the B1 long-term foreign currency deposit rating factors
in the low likelihood of external government support in the event of distress,
given Temirbank's position in the banking sector and its limited importance to
economy as a whole, with a market share in total assets, customer loans,
customer deposits and retail deposits of 1.5%, 1.5%, 1.1% and 1.2%,
respectively, as of Q3 2004.
The E+ financial strength rating is constrained by the bank's relatively small
size, which may make it vulnerable to external shocks and restrict its reach
and client base. It is also constrained by Temirbank's weakening liquidity,
which is reducing its financial flexibility. However, the bank's ratings are
supported by the declining, although still relatively high, concentrations on
both sides of its balance sheet, strong capitalisation and good asset quality.
A series of politically motivated attacks aimed at Temirbank's previous owners
and former major clients/business partners somewhat weakened the bank's
position in 2001-2002. Though Temirbank had to fight for survival during
periods in which its peers were gradually building their franchises and
expanding their relationships with small and medium-sized businesses (SMEs) and
retail clients, the bank managed to show increasing net profit and a growing
volume of retail and corporate deposits. Moody's notes that management's
aggressive rebuilding of the bank's franchise, adjusting the size of the branch
network and workforce appropriately, together with restructuring operations
could strengthen Temirbank's position in an increasingly competitive
environment.
Temirbank is headquartered in Almaty, Kazakhstan and reported total IFRS-
consolidated assets of KZT32.5 billion (US$238.0 million) at 30 June 2004.
