присвоении первых кредитных рейтингов ОАО ДБ "Альфа-Банк" (Алматы),
облигации которого торгуются на Казахстанской фондовой бирже (KASE) в
высшей категории листинга. Банк получил долгосрочный "В1" по главному
необеспеченному долгу в иностранной валюте со стабильным прогнозом и
рейтинг финансовой силы (FSR) "E+". Способность банка отвечать по
краткосрочным банковским депозитам в иностранной валюте оценена
агентством на уровне NP (Not Prime).

MOODY'S ASSIGNS TO ALFA BANK KAZAKHSTAN E+/B1/NP FIRST-TIME
RATINGS
First-time ratings
Limassol, July 04, 2003 -- Moody's Investors Service has assigned to Alfa Bank
Kazakhstan an E+ Financial Strength Rating (FSR), and ratings of B1/NP for
long- and short-term foreign currency deposits. All ratings carry stable
outlooks.
Alfa Bank Kazakhstan is a subsidiary of Alfa Bank (E+/B1/NP), which is the
largest privately owned bank in Russia in asset terms with total assets
exceeding US$4.1 billion as of year-end 2002. Alfa Bank Kazakhstan is an
important part of the parent bank's geographical expansion and as such it
receives wide-ranging assistance to ensure the highest standards of
international business practices within the 'Alfa'-brand companies. Moody's
believes that the possibility to utilise the parent's franchise in Russia --
and to capture increased levels of the growing Russian-Kazakhstani trade flows
-- is the main competitive advantage of Alfa Bank Kazakhstan compared to the
local Kazakhstani banks. These are important factors supporting the E+/B1
ratings.
It is Moody's opinion that due to its small size and thus limited importance to
the banking sector and economy as a whole, the bank is very unlikely to receive
any support from the Kazakhstani authorities in case of distress. Thus the B1
long- term foreign currency deposit rating does not incorporate any possibility
of official support. However, Moody's believes that the parent bank/group has
enough capacities and would be ready to support Alfa's comparably small
operations in case of distress rather than risking its reputation and the
confidence in the 'Alfa" name that has been built over the years.
The E+ FSR is constrained by the bank's small size and thus increased
vulnerability to external shocks, high client concentrations in the loan book
and gradually tightening liquidity position. At the same time the FSR takes
into account the bank's good financial standings, its good asset quality and
the opportunity to expand its business by leveraging the parent bank's
franchise.
Alfa Bank Kazakhstan is headquartered in Almaty, Kazakhstan and reported total
IAS-consolidated assets of KZT8.6 billion (US$55.3 million) as of 31 December
2002.
