Investors Service 19 ноября опубликовало сообщение о присвоении ОАО
"Банк ЦентрКредит" (Алматы) кредитных рейтингов: финансовой
устойчивости "D-", по долгосрочным депозитам в иностранной валюте "Ba2"
и по краткосрочным депозитам в иностранной валюте "NP". Прогноз всех
рейтингов - "стабильный".
По информации агентства, рейтинги отражают возможность оказания банку
поддержки со стороны властей Казахстана.

MOODY'S ASSIGNS TO BANK CENTERCREDIT (KAZAKHSTAN) D-/Ba2/NP
FIRST TIME RATINGS
First-time ratings
Limassol, November 19, 2002 - Moody's Investors Service has assigned to
Kazakhstani Bank CenterCredit (BCC) a D- Financial Strength Rating (FSR), and
ratings of Ba2/NP for long- and short-term foreign currency deposits. All
ratings carry stable outlooks.
According to Moody's, the Ba2/NP foreign currency deposit ratings incorporate
potential support from the Kazakhstani authorities, should the need arise, in
reflection of BCC's importance to the banking system of Kazakhstan. As at year-
end 2001, BCC was the fifth-largest Kazakhstani bank by both assets and
customer loans, and the fourth-largest bank in terms of customer deposits.
However, Moody's cautions that any outside support from the authorities in case
of distress may be of a limited nature, and its volume and timeliness rather
uncertain. This prevents the rating agency from placing the long-term foreign
currency deposit rating at the Ba1 country ceiling for such deposits.
The FSR of D- reflects BCC's developed franchise in business with small and
medium-sized enterprises - this market segment continues to offer good margins
and good potential for sustainable growth in the future. BCC took a decision to
work more actively on the retail lending market to better exploit opportunities
in this market segment and to leverage its position as an important collector
of retail deposits. Moody's welcomes BCC's initiatives; the rating agency
believes that retail banking in Kazakhstan remains underdeveloped, offers
interesting business opportunities and may contribute to a further
diversification of BCC's credit portfolio and strengthen the bank's franchise.
Moody's welcomes BCC's relatively low customer concentrations on both sides of
the balance sheet. However, the rating agency would welcome a further
restructuring of the bank's liabilities by attracting more longer-term
financing, which would improve the bank's financial flexibility. Moody's also
cautioned that dynamic growth in lending activities represents a challenge for
credit-risk management and requires regular monitoring of the exposures.
Despite this the bank has managed to defend a relatively high asset quality.
Moody's welcomes the fact that interim 2002 results already show a significant
improvement in the bank's profitability despite an additional increase in LLP.
Bank CenterCredit is headquartered in Almaty, Kazakhstan and reported total
IAS-unconsolidated assets of KZT41.7 billion (US$272.5 million) as of 30 June
2002.
