MOODY'S PLACES THE RATING OF NOTES ISSUED BY KAZKOMMERTS DPR COMPANY ON REVIEW FOR POSSIBLE DOWNGRADE Approximately $50 Million of Debt Securities Affected London, 06 November 2007 - Moody's Investors Service places the ratings of Notes issued by Kazkommerts DPR Company on review for possible downgrade, as follows: USD 50,000,000 Series 2005-B Floating Rate Note due 2012, Baa2 on review for downgrade Moody's has also placed on review for possible downgrade the underlying ratings - which reflects the risk posed to the providers of the financial guarantees - in relation to the following series of notes (for the avoidance of doubt, the following underlying ratings do not take the benefit of the related financial guarantees into account and the ratings of the notes, which incorporate the support of such guarantees, are unaffected). USD 200,000,000 Series 2005-A Floating Rate Note due 2012, underlying rating of Baa2 on review for downgrade USD100,000,000 Series 2006-A Floating Rate Note due 2013, underlying rating of Baa2 on review for downgrade USD100,000,000 Series 2006-B Floating Rate Note due 2013, underlying rating of Baa2 on review for downgrade USD150,000,000 Series 2007-A Floating Rate Note due 2017, underlying rating of Baa2 on review for downgrade USD 250,000,000 Series 2007-B Floating Rate Note due 2017, underlying rating of Baa2 on review for downgrade USD 100,000,000 Series 2007-C Floating Rate Note due 2017, underlying rating of Baa2 on review for downgrade The rating action reflects Moody's recent downgrade of Kazkommertsbank' Global Local Currency Deposit Ratings to Ba1/NP from Baa2/P-2. The Management of Kazkommertsbank has informed Moody's in writing of their intention to implement within the coming weeks features which aim to reduce the linkage of the ratings of the Notes issued by Kazkommerts DPR Company to the ratings of Kazkommertsbank. As soon as details of this proposal become available, Moody's will analyse the potential impact and assess whether the proposed actions will be sufficient to reduce the ratings linkage between the rated Notes and Kazkommertsbank. After a conclusive review of the proposed features, Moody's will endeavour to conclude its review of the outstanding Baa2 ratings on the Notes. Moody's ratings address only the credit risks associated with the transaction. Other non-credit risks have not been addressed, but may have a significant effect on yield to investors.
