In the short-term future Kazakhstan will increase volume of produced and outputted energy supplies, to accept nuclear power development program till 2030

/INTERFAX-KAZAKHSTAN, Astana, April 1, 06/ - Kazakhstan in years 2006-
2008 will increase volume of produced energy supplies, and will accept
nuclear power development program for the period till year 2030.
Corresponding tasks have been set in the government's program for years
2006-2008, approved by the country's head on March 30. The text of it was
published in Saturday in the official press.
"As a result of taken measures in 2008 there will be provided growth of oil
output to 70 m. tons per year, gas - up to 36 bn. cubic meters per year,
increased export potential on hydrocarbons and products of their refining to
117% and achieved production of oil refining products on European
standards level (EURO-3). Electricity production will grow up to 80 bn. kWt/h.
Coal output will grow to 87.5 m. tons per year", - the document says.
In 2005 in Kazakhstan, according to statistics, there were outputted: 51258.2
th. tons of crude oil; 10660 th. tons of gas condensate; 14494.3 m. cubic
meters of natural gas in gasiform, 86385.1 th. tons of coal, - and produced
67819.1 m. kWt/h of electrical power.
The government will also continue formation of "Nuclear technologies park"
technopark and modernization of basic nuclear-physical sets of the National
nuclear center.
There will also be continued works on increasing of hydrocarbon resources
output on the sea, development of shore infrastructure on sea operations
provision, Aktau, Bautino ports and Kuryk port creation.
In May of 2003 there state program of development of Kazakhstan sector of
Caspian sea (KSCS) was accepted in Kazakhstan, which was planned for the
period till year 2015. It's planned to realize the program by three stages; it's
expected that by year 2015 only in KSCS 100 m. tons of oil will be outputted
and up to 63 bn. cubic meters of gas.
The government will continue creation of multimodal export system of
hydrocarbons transportation, providing expansion of "Caspian pipeline
consortium" oil pipeline, the system of oil transportation by Aktau-Baku-Tbilisi
rout, setting in operation of Atasu-Alashankou oil pipeline. There will be
completed realization of the project on building of the second generation plant
and pumping of raw gas at Tengiz field. Development of Amangeldy group of
gas fields will be continued.
The government will control taking of measures on accompanying gas
utilization by users of treasurers of the soil.
"Coordination of energy policy with neighboring states, members of OPEC,
and with countries - consumers of energy supplies is planned for stability of
energy carriers supplies to international markets".
At the same time, the government has worked out a complex of measures on
development of oil and gas and petrochemical clusters by means of
realization of investment projects on deep refining of hydrocarbon raw stuff
and creation of high technological productions on outputting petrochemical
products with high added value. There will be created a special economic
zone (SEZ) "National industrial petrochemical technopark" in Atyrau region
and worked out offers on formation of SEZ "Petrochemical technopark" in
Mangistau region.
There will be started realization of investment project of building of the first
integrated gas-chemical complex in Atyrau region, building of sets on ethane
and propane isolation, outputted by Tengizshevroil JV (volume 6 bn. cub.
m/years), and afterwards from gas of Kashagan and North Kaspiy fields
(volume of over 3 bn. cub. m/year), steam cracking sets of ethane with
receipt of ethylene and other products.
There will be continued works on building of the second line of VL-500 kW of
"North-South" transit and North Kazakhstan - Aktyubinsk region interregional
electric main, modernization of country's national grid line, building of
Monayskaya HPS in Almaty region. There will be worked out the question on
building of a fuel-energy station near Ekibastuz city with the capacity of 7,200
mWt, the document says.
