Government prepares drafts to provide activity of holding Samruk and development fund Kazyna

/INTERFAX-KAZAKHSTAN, Astana, March 21, 06/ - Government of Kazakhstan works over creation of legislative base for activity of state holding on management of state assets Samruk and fund of stable development Kazyna. "Within first draft, which has already been introduced in the government, amendments and additions in acting legislation are assumed with a view to create new institutes", - Kairat Kelimbetov, minister of economy and budget planning said in the meeting of the government on Tuesday in Astana. In this connection, the minister informed, draft about changes and additions in some legislative acts on matters of management improvement with state sector of economy, which assumes introduction of changes in the following laws: about joint stock companies, about entrails and entrails usage, about oil, about soil, about railroad transport, about investment fund, about banks and banking activity, about development bank of Kazakhstan, about insurance and about innovation activity. At that K.Kelimbetov added, that corresponding changes in sectoral legislative acts were introduced "with a view to allow transition of shares of development institutes of national companies without deprival of status of national". The second draft, the head of Economy ministry informed, will be elaborated during six months. The document will solve "complicated situation in the field of legal regime of objects, which have important strategic value", he noted. K.Kelimbetov also informed, that within work on creation of state holding Samruk the government elaborated project of decree about creation of specialized council on matters of state corporate management attached to the government. Besides, project of decree about board of directors Samruk JSC is coordinated. Relative to fund Kazyna the minister informed, that it is planned to approve memorandum about main principles of its activity and list of legal entities, whose state blocks will be transferred to the fund's management. Besides, according to information of K.Kelimbetov, project of decree about creation of specialized council on matters of state management in the field of industrial-innovation development was elaborated. As it was informed, order about creation of holding Samruk is signed by president of Kazakhstan Nursultan Nazarbayev on January 28 of this year. Creation of fund Kazyna is stipulated by the order of the head of the government About measures on further increase of competitiveness of national economy within industrial-innovation policy of the Republic of Kazakhstan dated March 16.
