APC won trades on sale of Aktubinsk HS - updated and enlarged version

/INTERFAX-KAZAKHSTAN, Almaty, September 16, 05/ - Almaty power
consolidated JSC (APC, energy supplier in Almaty, owner - state company
KazTransGas) on Friday won tender on sale of property complex HS Aktobe
(administrative center of Aktubinsk oblast, on the west of Kazakhstan), APC
press service informed Interfax-Kazakhstan agency.
The enterprise on trades, held by Holland method, was sold for KZT2.4 bn.
(current 134.01/$1), head of Center for financial debts JSC branch on the
Western-Kazakhstan and Aktubinsk oblasts Amankos Derbisalin informed
IF-Kazakhstan.
According to his information, five companies - APC, Eurasian energy
company JSC, Aktubinsk plant of chrome compounds JSC, Dzhet-7 LLP and
Aktobeenergo JSC participated in trades.
Answering questions of journalists after trades, first deputy general director
of APC Valikhan Asanbayev said: "We have prepared investment program,
which was coordinated with akimat of Aktubinsk oblast. I can say with
responsibility, that our company has sufficient management experience upon
energy objects, because it is engaged in energy and heat supply of Almaty
megapolis. The company at present includes three heat and power plants in
Almaty and a number of hydroelectric power stations, installed capacity of
which more than ten times exceeds capacity of Aktubinsk HS".
As per production program, during three years new owner plans to invest
KZT11 bn. in Aktubinsk HS. Also there are plans to increase electric
capacities of enterprises owing to reconstruction of acting equipment and
install new turbogenerators.
Besides, there is intention "to stop import of Russian energy, because it lays
on tariff essential stake", advisor to general director of KazTransGas
company (which is part of national oil and gas company KazMunaiGas) Altai
Kadyrzhanov announced to journalists.
Meanwhile at briefing it was announced that in nearest time tariffs for HS
services would not be increased. Besides, till the end of the current year
KZT600 m. will be invested in HS.
As it was informed, Aktobe HS JSC is acknowledged a bankrupt by the court
and its property was exhibited on trades, the last were set for September 16.
Starting price of exhibited lot was KZT1 bn. 872 m., at that minimum price,
for which HS could be sold to private person, was determined in the amount
KZT150.259.
One of conditions, set to potential buyers, is presence of production program
to use acquired property, coordinated with akimat (administration) of
Aktubinsk oblast.
Earlier Aktubinsk HS twice was exhibited on trades without success.
The first auction by English method should have been held for August 22
with starting price KZT3314785700. However due to absence of competitive
environment trades were not held: only Dzhet-7 LLP from Stepnogorsk (in
Akmolinsk oblast, on the north of the republic) applied to the bankruptcy
committee. The next trades, now by Holland method were set for September
5. The day before their holding bids from APC JSC, Eurasian energy
corporation JSC (EEC), Aktubinsk plant of chrome compounds JSC (APCC),
Dzhet-7 LLP were received. Trades were not held because represented
programs were rejected in oblast's akimat.
Aktubinsk HS - the only today energy supplying enterprise of the region -
was built during the Great Patriotic war on the basis of dismantled equipment
of Harkovsk tractor plant, Kiev HEPS-2 and Leningrad electric power station.
In the beginning its main destination was heat and electric energy supply of
Aktubinsk plant of ferroalloys. Afterwards main profile of the enterprise's
activity became centralized heat supply of Aktobe, production of heat and
electric energy for industrial enterprises of cities and oblasts.
In Aktubinsk oblast nearly 700 th. people live, including population of Aktobe
exceeds 250 th. people.
APC is supplier of heat- and electric power in Almaty and Almaty oblasts
covering consumers of nearly 2 m. people. Owner of the company is
KazTransGas.
