The first in the republic credit bureau intends to start rendering services this year

/INTERFAX, Almaty, July 21, 05/ - First credit bureau LLP established in
Kazakhstan nearly a year ago, intends till the end of the current year to start
rendering services to its clients
"As soon as the first data base sheet is formed, credit bureau will start to
render services to its clients, who are registered as users and who submitted
all available information to credit bureau. It will take several weeks, but we
may confidently say, that the first credit report will be issued this year", -
announced to Interfax-Kazakhstan agency general director of the stated LLP
Anvar Akhmedov.
By now, interlocutor told, credit bureau jointly with elaborators of program
supply - Island CreditInfo Group - has already completed works on
determination of data base structure, prepared detailed technical analyses of
requirements to information suppliers and bureau clients, and also
determined technical specification of necessary equipment and has
purchased it. Besides, a premise, given to the bureau by the National bank,
is brought in correspondence with requirements.
At present, continued A.Akhmedov, credit bureau is shifting to installation of
apparatus and program supply for arrangement of its direct activity.
"When the whole informational system is completely installed and tested,
credit bureau will start to load data base of compulsory information suppliers,
determined by corresponding legislation", - he stressed.
According to his words, to accelerate practical activity of credit bureau many
commercial banks have already established work groups consisting of IT-
specialists and risk-managers, whose main purpose of work is to determine
most convenient type of interaction between definite banks and credit
bureau. Operation to determine banks participants' level of readiness to work
with credit bureau is already completed.
At that interlocutor noted, that as per acting legislation, all without
exception commercial banks with credit history person's consent should in
compulsory order to provide with proper information all credit bureaus,
established in Kazakhstan. First credit bureau LLP is the only nowadays in the
republic specialized institution.
A.Akhmedov reminded, that to the moment of establishing the first credit
bureau its founders were represented by seven big commercial banks of the
republic - Alliance bank, ATFBank, TuranAlem, CenterCredit
Kazkommertsbank, Halyk bank and Tsesnabank. Later, he informed, in
connection with increase of authorized capital, and also joining founders new
participants - Astana-Finance and CreditInfo Group companies - there were
changes in share holding.
At present time, interlocutor stressed, credit bureau works at forming of
increased authorized capital of LLP and prepares to re-registration in justice
bodies. "After these procedures we will apply for license in authorized body",
- stressed the head of credit bureau.
At the same time A.Akhmedov informed, that at present work with
companies and organizations interested in credit bureau services on terms of
mutual exchange of information is already started. So, by initiative of state
agency of financial supervision (AFS) and Association of Kazakhstan's
financiers (AKF) at present jointly with insurance companies work on
establishment of united data base for insurance companies, and also
connection to data base of different state bodies is carried out.
Along with this credit bureau, by the information of interlocutor, "actively
studies" markets of neighboring states and considers various connections to
international data bases.
"Here active work is carried out with the National bank and Association of
financiers. A number of negotiations to provide credit bureau with access to
international data bases have already been conducted. This work will
continue further", - he stressed.
"Growing international activity of Kazakhstan banks and companies requires
proper conditions for successful introduction to international markets", - said
A.Akhmedov.
Telling about protection measures of the bureau's data base from
unauthorized persons, A.Akhmedov informed, that state financial supervision
accepted decree, determining measures on safe storage and transition of
data, kept in credit bureaus, including measures of physical safety.
