Parliament approves changes in the budget 2004 in the 1st reading

/Kazakhstan today, June 1, 04/ - The parliament of Kazakhstan has
approved changes in the national budget 2004 in the first reading. 35
senators and 68 mazhilismen have voted for this decision, 2 lower chamber
deputies have voted against it, KZ-today correspondent reports from Astana.
Earlier it was reported that the government having analysed last year
economic development results, the economic condition in the current year,
and on the basis of tasks, posed by the president in his annual address to
the nation of Kazakhstan, had corrected macroeconomic figures for 2004
towards increasing the speed of economic growth and income growth, in
accordance with which this draft law has been prepared.
The adjusted volume of returns in the national budget is expected in an
amount of KZT 934,306,555 thousand or with a growth by KZT 58,410,334
thousand against the same line in the approved budget.
The incomes are planned in an amount of KZT 846,823,861 thousand or
with a growth by KZT 55,517,697 thousand against the same line in the
approved budget.
The tax returns are planned to be increased by KZT 45,145,996 thousand or
with a growth by 6.3%, which will make KZT 762,504,877 thousand, mainly
at the expense of lump sum returns from oil & gas extraction and processing
ventures, including KZT 20,910,481 of the income taxes.
Returns from officially received transfers are suggested to be established in
an amount of KZT 69,870,048 thousand or with a growth by KZT 2.9 billion
against the same line in the approved budget.
The planned national budget gap is supposed to be maintained at the level
of previously approved amount of KZT 92,663,000 thousand.
The volume of costs and crediting in the national budget 2004 is planned in
an amount of KZT 1,026,969,555 thousand or with a growth by KZT
58,410,334 thousand against the same line in the approved budget.
The costs in the national budget are planned in an amount of KZT
977,897,923 thousand or with a growth by KZT 47,245,739 thousand against
the same line in the approved budget.
The second reading of the draft law is due to take place Friday, June 4.
