/Kazakhstan today, January 24, 03/ - In Aktyubinsk oblast 13 enterprises have been deprived of the right for depth using. About this was informed by the first deputy akim of Aktyubinsk oblast, at the meeting of special commission on depth usage, who had headed the commission, Oleg Khimchuk. According to his words, reason for this decision was the fact that "depth users did not the procedure on right usage these or those fields to the end". Though companies received licenses for development of fields, they did not vonduct corresponding works during several years, he explained. Among the companies -depth users, which have been deprived of licenses there are joint-stock companies "Koktas" and "Zhyluenergiya", partnerships "Tauken", "Grin i K", "Kyzyltas A", "Kyzylkayin Mamyt", "Asyl Zher", "Dinamo", "Sparta", "Aktyubstroimontazh", "Aktyubelevatorstroi", "Turlan i K", and also one private entrepreneur. Before the listed companies used to be warned for several times that they could be deprived of the license, unless they fulfilled their obligations. As the result of their inactivity taxes to the local budget were net paid. In the opinion of chief economist of Aktyubinsk oblast Nurmukhamed Abdibekov, it became possible because of imperfectness of acting legislation, which did not say about great responsibility of depth user, but not by depriving of the right for depth usage. Abdibekov believes that it is necessary to correction in the legislation, which would say about payment of financial instability in such cases. At present in Aktyubinsk oblast there are about 90 objects of depth usage. These are fields of hydrocarbon raw stuff (oil, gas, condensate), hard materials (metal, ore), non-metallic treasurers of the soil (coal, phosphorites, barites), common minerals (sand, loam, limestone, chalk), mineral waters and underground drinking waters. These fields are developed by about 60 Kazakhstan, joint and foreign companies. [2003-01-24]
