There has started functioning zone of free trade in the sea port of Aktau

/Kazakhstan today, January 6, 03/ - The resolution "About creation of special economic zone "Sea port Aktau", which was signed by Kazakhstan President in April of 2002, took effect since January 1 of 2003, informed a correspondent of KZ-today from Aktau. FEZ "Sea port Aktau" is situated on the territory of sea trade port and joining territory within administrative-territorial borders of Aktau city of Mangistau oblast. Taking into account basic terms of creation of FEZ of Aktau port period of functioning is divided into two stages: 2001-2005 and 2006-2010. On the first stage the zone of free trade will act in minimal necessary sales volume and structural units with further expansion as the port, investment abilities, dynamics of volumes and structure of processed cargoes, efficiency of economic activity of the port and enterprise, which have been registered in the zone, will be developed. As was informed before by the director of RSE "Aktauskiy sea trade port" Talgat Abylgazin, territory of the FEZ is 227.1 hectares, including the territory, which is meant for placing of objects of property, will equal to 74 hectares, objects of RSE "Mangyshlakskiy atomic energy combine" - 8.7 hectares. A total, according to his words, on the territory of the FEZ in the sea port there will be 24 managing subjects. At that, according to Abylgazin's data, general expenses for creation of the FEZ will equal to KZT632.8 m. Including book value of the objects, which are on the territory of the FEZ, and which should be purchased, will be KZT417.7 m, expenses for roads building within the framework of the FEZ - KZT49.6 m. It is assumed that subjects on the territory of the free trade zone will be able to conduct any activity, which is not prohibited by Kazakhstan legislation. Deputy akim of the oblast Askar Kasabekov also noted before that it was planned to build on the territory of the FEZ a plant on production of sea steel constructions (customer is Kazgiproneftetrans CJSC), plant on pipes production (2003 - 2004) with the diameter of 500-1420 mm with the volumes of up to 70 th. tons a year (customer Ispat-Karmet OJSC), plant on production of glass-fibre- reinforced plastic pipes (2003 - 2004) with the diameter of 80-400 mm with the volumes of up to 300 km a year (cost of the project is $5 m, customer is AZST LLP). Advantages of creation of FEZ of the sea port Aktau for the region will be preferential customs mode for subjects, which will conduct their enter[rising activity here and investment projects, and in accordance with it there is expected appearance of new productions and working placers, improvement of infrastructure, increasing of tax inflows into the budget, expansion of modern management, new technologies, including information ones, increase of population' qualification. Efficiency of FEZ creation in the republic is seaway to the world markets, expansion of the country's transit potential usage, foundation of own sea trade fleet of Kazakhstan, and also improvement of the country's transport and social infrastructure.
