From 2003 new planning system will be in effect in Kazakhstan

/IRBIS, March 13, 02/ - Kazakhstan today informs that the minister of
economy and trade, Majit Esenbaev stated that new economic planning
system will be in effect in Kazakhstan from 2003, which implies that all
indicative and budgetary plans will be developed for three years on a flexible
basis.
New planning system is said to help to switch to setting norms on budget
expenses and tie budgetary programs with economic priorities and the main
goal is to provide unity of forecasting methods, strategic, economic and
budgetary planning.
It is believed that indicative plan will be transformed from the document that
defines forecasts and directions of the country's socio-economic policy to the
document that provides implementation of government's programs and
becomes basis for the mid-term planning of the state budget.
The major goal of the indicative plan will be setting the priorities of
economic policy; formation of investment and budgetary development programs and
connecting them to priorities and financial capabilities of the state,
development of suggestions on financing budgetary development plans
financed through the development budget, is said.
The government will focus on the creation of new competitive products for
domestic consumption and exports, deep processing of raw materials,
increasing additional cost of products which will provide the development of
oil products, rolled steel, chemical products, metal items production and
expansion of the range of food items, was added.
