Parliament of Kazakhstan has accepted the law toughening bank secrecy

/IRBIS, March 16, 00/ - REUTERS informs about a new law toughening bank
secrecy, which was offered by the conciliatory commission and accepted by
Parliament of Kazakhstan.
According to the deputy of Parliament Remis Madinov, the commission after
considering offers of the Government, deputies and the National Bank, has
developed a version, which, in his opinion, looks as the most progressive.
Madinov has told that the commission has found reasonable to keep only
one basis for the legal persons' accounts arrest, while under the present
legislation the republican fiscal bodies have six reasons to arrest the
accounts.
Madinov has told that the unique basis for accounts arrest under the new law
is delay in the income tax declaration. At it the ten-day delay is addmitted.
As the basis to accounts arrest the fiscal bodies can use the writing
information of Office of Public Prosecutor.
"Only the legal persons' accounts can be arrested, whereas earlier it was
possible concerning the citizens, which execute commercial activity without
the legal address opening", - has told Bolat Takenov, the Head of the
conciliatory commission.
The public revenues minister Zejnulla Kakimzhanov has stated that more
correct would be do not constrict the fiscal bodies' authorities, but to make
more precise regulation.
The toughening of bank secrecy should increase trust of the population and
companies to the banking system. It has required changes in 14 laws. At the
instance of bankers the president of country Nursultan Nazarbaev has
announced the law as "urgent".
Now the Rule should be signed by the President then it enters into force.
