Revenue of Kazakhstan's 1999 budget reached 101.3%

state income Zeinulla Kakimjanov, the Ministry for state income (MSI)
collected KZT344,160.7 mln in 1999, which corresponds to 101.3% of the
plan; 14.4% growth relative to 1998.
The Ministry informs KZT163,036.5 mln tenge was collected to the national
budget, or 100.4% of the plan. To local budget - KZT181,124.2 mln, or
102.2%, respectively.
Growth in tax collections were mainly due to income taxes of legal entities,
which amounted to KZT54,765.1 mln compared with KZT36,787.6 mln in
1998, or 48% increase.
"From the very beginning we put an emphasis on taxes of legal entities, as
the least collected", said Kakimjanov.
MSI names several sources of taxes that added to the increase, including
proceeds from state property sales, bonuses, royalty and the share of
Kazakhstan in division of products on previously concluded contracts,
proceeds from state blocks of shares, fee for using state property, and the
social tax, which accounted for the most 1999 collections - KZT70,462.9 mln.
Lesser amounts were collected from custom duties and taxes on alcohol,
gasoline and diesel fuel. The same situation applies for taxes of private
persons, property taxes and others.
The Ministry plans to collect the amounts not received last year in 2000.
"This is our biggest reserve", said Kakimjanov.
Kazakhstan has two level state budget: national and local. There is a
unbalance with respect to collections towards local budgets, which is not
beneficial to social payments made out of the national budget, informs
Kakimjanov.
He calls this unbalance a "complete regionalism".
