15th auction for placement of the devaluation notes. Announced volume of
issue is determined by the emitter at $2 million. Satisfaction size of the
incompetitive applications - 60% from established volume.
Auction was hold with additional placement which was made during the day.

The last placement of this week was quite interesting. Judge by the yield
stated in the dealer's applications, the market has believed in a stable tenge,
and the dealers are afraid of an opportunity of negative effective yield of the
tenge denominated obligations.
The emitter continues to reduce the rates. The effective yield of the issued
securities is by three percentage points less than the similar parameter of the
previous issue (KZ8EK0511995, indexed note-14). The National Bank
position in the internal drawing market becomes more and more rigid.
In opinion of the IRBIS's experts, tactics of the National Bank will not change
in the next week.
The forty fourth week in the State Securities primary market the National
Bank has finished with the following results. At the actual volume of
redemption of 525.3 million tenges (KZ8LK2910992 at the official rate at
maturity) the emitter has attracted 519.2 million tenges (453.4 million
tenges + $ 467,000 at the official rate on Oct.29, 99).
The resulting week balance of the emitter under the notes program is minus
6.1 million tenges.
