Four parties in Kazakhstan have passed 7% barrier

/REUTERS Almaty office Oct.12, 99/ - By the preliminary informal data four
parties in Kazakhstan - "presidential" Otan and Grazhdanskaya (Civil), and
also opposition Communist and Agrarian party have passed a seven-
percentage barrier, which allow to apply for ten places in Mazhilis - the
Lower chamber of Parliament, has informed REUTERS a source in the
government.
He has referred to the informal document, which is being available in
government, with preliminary results of the October 10 election. The Central
election committee has not presented yet the official results.
Nine parties have taken part in the voting under the party lists. The main
contenders were Otan and Communist parties, that also has been confirmed
by sociological interrogations which have been carried out at the election day
at the polling place.
According to the document, Otan leads collecting 30.5% of votes. It is
followed by Communist party - 17.8%, then Agrarian party - 12.6% and Civil
party - 10.9%.
Communist party took the lead over Otan in the oil-producing Atyrau oblast,
and also in the Pavlodar and Kustanay oblasts. The agrarian party won in
the grain North-Kazakhstan oblasts, in the another grain Akmola oblast it
was the second after Otan.
Yesterday OSEC mission stated fear that interference of the executive
authority and support of the candidates from the "presidential" parties, can
affect the election results.
