/KASE, February 14, 13/ – Kazkommertsbank (Almaty), securities of which are
officially listed on Kazakhstan Stock Exchange (KASE), provided to KASE the
following press release of February 14, 2013:

Joint Stock Company Kazkommertsbank informs, that the National Bank of the
Republic of Kazakhstan granted permissions to hold significant stakes in the
Bank’s capital to banking holdings Central Asian Investment Company and
Alnair Capital Holding. The mentioned permissions do not affect the control
over the Bank and impose no changes to the shares of bank holdings in the
capital of the Bank.
These permissions were granted in accordance with transitional provisions of
the Law «On introduction of changes and additions to some legislative acts of
the Republic of Kazakhstan on regulation of banking activities and financial
organizations, in regard risk mitigation».
According to the Law the Bank’s shareholders having statuses of holding
companies should also have permission to hold significant stakes in the
Bank’s capital.
Therefore such shareholders must apply to the National Bank to receive the
permissions not later than 1 January 2013.
Taking into account that both of the bank holding companies possess
substantial stakes in the bank’s capital (hold more than 20 % of voting
shares), the National Bank of Kazakhstan subject to the above-mentioned
Law has extended permissions for significant holding in the bank’s capital
to JSC «Central-AsianInvestment Company », JSC «Alnair Capital Holding»
based on their applications.
