The large negative influence on the investors' (especially American's) mood was rendered by well-known in the West history about delivery by Kazakhstan of "MIG" fighters to Northern Korea. The information concerning disagreements of Kazakhstan government and IMF on the two last negotiations worked iIn the same direction. Kazakhstan tries to place euronotes for EUR250 mln in "euro zone" for the second time. The first attempt of debt placement for five years with a spread of 750-800 basic points relative to the yield of the bonds of countries in "euro zone" (10.25 - 10.50% APR) was undertaken in July of a current year. The attempt did not succeed, as the fall of the debt market of Latin American countries at that time did not help to increase investors' trust in developing markets. The lead managers of the project, as Deutsche Bank (Germany) and ABN AMRO Bank (Netherlands), took the decision to return to the placement in September.
