Russian oil companies have suspended deliveries of oil products to Kyrgyzstan

/IRBIS, April 6, 2010/ - Russian oil company Lukoil, Gazprom Neft, TNK-BP and
Russneft since early April had problems with the registration of the supply of
petroleum products in Kyrgyzstan and in connection with the suspended
shipments, reported 05 April, the RIA News, citing sources in the industry.
As explained by the interviewee, with 01 апреля oil companies have a
requirement Russian customs authorities to pay 100% export duties on oil
products in Kyrgyzstan. At the same time between Russia and Kyrgyzstan
between intergovernmental agreement on free trade, providing for a zero duty,
he said.
As stated, currently the company expect a formal explanation from the Federal
Customs Service (FCS).
The press service of TNK-BP RIA Novosti said that the company has received no
documents requiring to pay the fee.
"TNK-BP to date has received no documents regarding the need to pay duty on
exports of petroleum and petroleum products in Kyrgyzstan. The company is
currently studying the situation in this export direction" - words lead agency of
the press service of TNK- BP.
"In early February, the Russian oil company suspended deliveries of oil in
Kazakhstan because of the uncertainties with the export duty on crude oil and
petroleum products", - stated in the message.
As pointed out by "RIA Novosti", according to the press service of Lukoil, there
was a problem with the misinterpretation of a government decree on export taxes
on oil and petroleum products. According to him, was "a misunderstanding on the
part of the customs service, as to charge a fee and charge it if at all."
According to some media, from 01 February Russian Customs demanded payment of 100%
export duty on oil supplied to Kazakhstan. However, the Federal Customs
Service assured that the design of oil in Kazakhstan is on the old rules - at zero
duty. After that, the company resumed processing supplies.
Recall that in Belarus in March this year filed a lawsuit in the CIS Economic
Court of the incompetence of the Russian side of charging customs duties on
petroleum products supplied to Belarus.
