/KASE, October 21, 08/ - Kazakhtelecom (Astana), shares of which are traded
in the official list of Kazakhstan Stock Exchange (KASE) of the first category,
provided KASE with the press release:

On October 20, 2008 the President of Kazakhstan Nursultan Nazarbaev received
chairman of the board of Kazakhtelecom Askar Zhumagaliev in Ak Orda
residence. Zhumugaliev told about the main points of the Strategy for long-term
development of Kazakhtelecom group.
In particular, the draft of the development strategy for 2008-2017 years has been
elaborated in accordance with recommendations of the top consulting company
Ernst and Young. The main strategic objective of the group is to increase a
shareholder value and preservation of leading status at a communications
market.
To ensure achievement of the indicated objectives in the upcoming years the
Group has to accomplish several priority tasks: increase of level and quality of
infrastructure and services; development of wide band Internet access;
implementation of new services with added value; entry of external markets;
concentrated growth in mobile segment of the market.
In turn, for improvement of infrastructure and services quality a number of
measures must be taken: to perfect business processes, develop unlimited
access to information and communication services, establish information
environment, and fully satisfy population needs in regard of telephone connection
etc.
Within the frames of introduction of new services it is planned to accomplish SIP-
telephony development projects (Internet channels telephony), IPTV (interactive
digital television), conversion of fixed and mobile connection.
Accomplishment of this Strategy must help Kazakhtelecom become a regional
vertically integrated communications operator, leading in all segments of
Kazakhstan telecommunications market and countries where present.
