Kazakhtelecom introduces new tariff plan Mektep granting wide band Internet to Kazakhstan schools October 1, 2008

/KASE, October 9, 08/ - Kazakhtelecom (Astana) shares of which are traded in
the official list of Kazakhstan Stock Exchange (KASE) of the first category
provided KASE with the press release:

New tariff plan Mektep providing wide band Internet to Kazakhstan schools was
introduced October 1, 2008. At that, inbound/outbound traffic from/to internal
resources of Kazakhtelecom is not to be accounted.
Mektep tariff will be applied for schools, lyceums, gymnasiums and other
educational institutions connected to Metro Ethernet (organization of access
networks for expansion of service volume of transfer of data, voice, video and
development of new types of service in accordance with Triple Play concept).
Mektep tariff will provide wide band access to Internet thanks to ADSL technology
with 1 Mbitps speed. At that there are two options available: with account of
prepaid traffic up to 2 Gbyte, and without account of traffic with up to 256
Kbit/s port capacity. Internal resources of Kazakhtelecom (IP-addresses of
Kazakhtelecom) through this tariff will be accessed at 1 Mbit/s capacity, and the
traffic generated at that will be zero rated. Subscription fee depending on data
supply speed varies from KZT9,900 (accounting VAT).
The top communications operator takes an active role in number of social
projects in education. Within the frames of State Education Development
Program of RK for 2005-2010 Kazakhtelecom provided telecommunications
networks in 95% of all educational schools, of which 96% were provided with the
Internet access.
Beginning February 1, 2007 commuted access (Dial-up technology) Kazakhstan
Internet is free for state schools. By September 2007 Kazakhtelecom provided
1000 state schools in different regions of Kazakhstan with wide band Internet
thanks to ADSL technology (512 Kbit/s speed) for performance of interactive
lesson with participation of the President of the country.
