From July 23 to August 12, 2008, in Geneva (Switzerland) will be held the world
Universal postal union congress. Beginning 1992, Kazakhstan is the full member
of Universal postal union, integrates 193 countries of the world.
Universal postal union (UPU) formed under the name "Universal postal union" as
a result of Berne Postal Agreement, signed on October 9, 1874 by 21 nations.
UPU objectives include forming of the postal territory in all countries and
improvement of the national postal systems. The superior body of UPU is the
World UPU congress, consisting of UPU members. The congress convenes one
in 4 years to revise and conclude postal conventions. The executive body is
elected by the congress in the number of 40 members. The Advisory Council on
postal researches is also elected by the congress for the period till the next
congress. The International Bureau (the Union secretariat) is the permanently
acting body. The headquarters of UPU - Berne (Switzerland).
For its 134 years history the UPU congress only once was implemented in Africa
- in Cairo in 1934. The last congress of the UPU was held in Hungary in 2004. at
the forum were represented 173 out of 190 countries - members of UPU. Plenary
meetings and the work of commission were held in the Parliament Palace. Within
the congress from September 23-25 were held exhibitions of postal technologies
"POST-EXPO 2004" and philatelic exhibition "EFIRO 2004". Edward Dayan
(France) was elected as Director General of UPU International Bureau.
On 36 plenary meetings, congress participants discussed reports on activities of
UPU managing bodies - Administrative Council (AC), Postal Exploitation Council
(PEC) and international Bureau (IB) of UPU, reports on activities of the Senior
Group and Advisory Council of AC, and reports on implementation of the Beijing
postal strategy, which determined basic areas of the global postal branch
development during the last five years.
During the congress participants made decisions aimed at improvement of postal
services work quality, development of the world postal infrastructure, extension
of range of services, including financial, proposed by postal administrations
considering the modern information technologies.
At Geneva UPU Congress 2008 will be adopted the world postal strategy. Its
regulations implementation will facilitate achievement of one of UPU main
goals - creation of the universal postal space considering interests of users
of postal services in all countries.
The Delegation of the Republic of Kazakhstan includes top manager and
specialist of Kazpost JSC, and representatives of the Agency of the Republic of
Kazakhstan on Informatization and communication. At the congress the Republic
of Kazakhstan will be proposed fort election into UPU Administrative Council and
Postal Exploitation Council membership. In 1994, at the congress in Seoul an in
2004 at the congress in Budapest, the Republic of Kazakhstan has already been
elected into the Administrative Council, the member of which is at present.
Having entered in membership in AC and PEC, Kazakhstan equally with other
countries-members will be able to contribute into the postal sector development
and trigger implementation of joint plans on postal services development.
During the congress, the postal administration of Kazakhstan proposes
implementation of the solemn ceremony in honor of celebration of the company's
15th anniversary.
Reference: The word "Post" originated from Latin "posita", that means
"placement".It also has such meanings as straight pole, place or obligation,
assignment, etc. However, only in Middle Ages the word "post" acquired the
meaning related to transportation of messages or letters..
