In Kazakhstan was accepted the second state program of habitation' building, twice exceeding the first by planned volumes of building

/INTERFAX-KAZAKHSTAN, Almaty, August 25, 07/ - President of Kazakhstan Nursultan Nazarbayev confirmed the new state program of habitation' building which is planned for years 2008-2010. The corresponding decree of head of the state, signed on August 20 and taken effect on the same day, was published on Saturday in official press. According to decree, government of Kazakhstan was charged with monthly term to develop and confirm plan of actions for realization of this program. Ministry of industry and trade of republic, other interested ministries, and also state bodies, directly subordinate and accountable to head of the state, akims (heads of administrations) of Astana and Almaty, of regions was directed to take actions fro realization of the program. Along with it ministry of industry and trade was charged to one a half year not later than 25th date after reporting period, to provide administration of president and government of republic with information about course of program realization. Control and coordination of provision of program realization are entrusted on ministry of industry and trade. As it follows from published on Saturday text of state program, on its realization is needed in total KZT300.8 bn. (current 125.56/$1) of state funds, including in year 2008 - KZT110.3 bn., in year 2009 - KZT102.8 bn., in year 2010 - KZT87.7 bn. At that budget crediting is planned in volume of KZT136.8 bn, crediting from Kazakhstan Mortgage Company JSC (further - KMC) at the rate 0.5% APR - KZT42 bn., from Housing construction savings bank JSC (further - HCSB) at the rate 1% APR - KZT20 bn. Aim transfers from republican budget to local executive bodies and financial institutions are planned in volume KZT164 bn. in years 2008-2010. Except this it is supposed to use residuary funds, extracted to regions from state budget for realization of the first state program of habitation building, planned for years 2005-2007. Along with it in the program is stressed that "volume of financing of program for years 2008-2010 will be specified within the frames of prognosis indicators of republican budget for corresponding financial year". As the result of realization the new program is noted in the program, "with annual growth of rate of placing in operation the dwelling houses for three years will be built about 26.1 m. square meters of total square of habitation". At that "will be build 2.1 m. square meters of available habitation, including in year 2008 - 0.86 m. square meters, in year 2009 - 0.73 m. square meters, in year 2010 - 0.51 m. square meters". Along with it "during 2008-2010 years will be built 363.1 th. square meters of renting (municipal) habitation (4320 flats) owing to funds of republican budget". Except this, "will be provided building of renting (commercial) habitation owing to private investments with annual volume not less than 96 th. square meters (800 flats) ". Along with it "will be build 17.1 m. square meters of individual dwelling houses, including in year 2008 - 5.3 m. square meters, in year 2009 - 5.6 m. square meters, in year 2010 - 6.2 m. square meters". In Kazakhstan since year 2005 is realizing the first state program of habitation building. Within the frames of it initially was planned to build not less than 12 m. square meters of total square. However it is noted in this connection in the new habitation program, "actual results of years 205-2006 made 11.2 m. square meters, that is the three years' program was almost done for two years". "In this connection to state program (for years 2005-2007 - IF-K) was included the correction of volume of habitation to the side of increase to 15.8 m. square meters. In accordance with the forecast, after finishing of state program with foreseen volume of habitation 15.8 m. square meters will be delivered 18 m. square meters of habitation, will be improved the living conditions of about 290 th. families", - is noted in the new state program. Except this in the republic is actively building the so-called commercial elite habitation. In Kazakhstan there are 16 regions: 14 oblasts and two cities of republican meaning - Almaty and Astana.
