The base of founding the International center for uranium enrichment in Angarsk to be Russian-Kazakhstan center of uranium enrichment CJSC

/INTERFAX, Angarsk, March 20, 07/ - Russian-Kazakhstan Center of
uranium enrichment will be the base of founding the international center for
uranium enrichment (ICUC), the secretary of the executive council of
Rosatom, the consultant of Rosatoms' leader Igor Konyshev said.
"Kazakhstan will be the first customer, he noted. Proposals were given to
other potential partners, however, there were no received any concrete
answers yet." I. Konyshev did not specify which countries could also appear
as partners of Russia to second a proposal on creation of ICUC.
According to his words, the concept of the international center currently is in
process of development. Answering the question as regards terms of its
preparation, I. Konyshev said that everything would depend on partners'
concerns -consumers of ICUC's production.
I. Konyshev reminded that on Wednesday in Angarsk (Irkutsk oblast) the
volume of guarantees and holding of he agency in the project on creation of
ICUC was determined at the seminar involving representatives of IAEA.
He added that activity of the international agency will be transparent to
maximum, "the only production technology will be kept in secret".
As it was informed earlier, in February the regional department of the Federal
service for financial markets of Russia in Eastern Siberia region registered
the shares issue of Russian-Kazakhstan Center for uranium enrichment
CJSC.
The authorized capital of CJSC, made as a result of shares distribution
among establishers: Techsnabexport JSC NAC Kazatomprom - made 43 m
rubles. It is divided into 43 th common shares with face value at 1 th. rubles.
Shares among establishers are distributed in equal parts. CJSC is registered
in Angarsk.
Russian intends to create the international center for uranium enrichment on
production foundation of FSUP Anagrsk electrolysis chemical enterprise,
which at its first stage will render the service on uranium enrichment. Earlier
the head of Rosatom Sergey Kirienko confirmed that the center would start
operation in 2007. The cost of creation of the international center may total
$2-2.5 bn, preparation of the project will take about one year, construction -
about 5 years.
The primary activity of AECE is production of concentrated uranium
hexafluoride for atom energy manufacture.
