/INTERFAX-KAZAKHSTAN, Astana, September 21, 06/ - The executive director of Kazakhstan holding of state assets' management Samruk JSC Sauat Mynbayev thinks, that in the question about wages of top-managers of the national companies it is necessary to find balance between social aspect and importance of creating the incentives for their effective activities. "I think that while remuneration of labor (of top-managers' - IF-K) we have to be socially responsible. At the same time the final decision must be somewhere in the middle between social responsibility (especially in our country with the average income 300 and some dollar's wages) and needed stimulation of the management of the companies", - he announced on Thursday on the meeting with the members of "Otan" party (Otchizna) in majilis (lower chamber) of the parliament. S.Mynbayev supposes that "not all (top-managers - IF-K), but also key people who sit on the big contracts have to receive the corresponding wages". "Otherwise, - he added - we'll never solve the problems of "gray" schemes of payments". Otherwise, commenting the sounded criticism from the head of the state Nursultan Nazarbayev concerning the excessive incomes of the president of the national company Kazakhtelecom JSC Khayrat Karibzhanov, S.Mynbayev informed to the parliamentarians that by the totals of year 2005 the head of the company received as bonuses and after paying taxes about $1.7 m. Taking into account his monthly wage $6.5 th. and the pointed bonus, the representative of Samruk explained, the monthly income of Kh.Karibzhanov for the last year totaled $140 th. "It is terribly much. Of course suggestions on cancellation of this bonus are made, but it is not 365 thousands (of dollars - IF-K) a month", about which president of the country told. As it was informed the head of the state speaking on the last Wednesday in Astana during the meeting of Security council (SC) charged the prime minister Danial Akhmetov to discharge the head of Kazakhtelecom from the taking post. The report from the meeting of SC was showed by TV channel "Khabar" in the evening edition of news. Meanwhile, S.Mynbayev speaking in front of parliamentarians noted that "bonus system" accepted in Kazakhstan "must be cancelled in the present form and it will be cancelled". Along with it he noted that "the stimulating of people who are sitting on the contracts, on connection of other operators (of connection - IF-K) should be done anyway". After the meeting with deputies of the fraction "Otan" S.Mynbayev told to journalists hat the question of dismissal of Kh.Karibzhanov from the post of president of Kazakhtelecom will be submitted to a consideration of the board of directors of the national company. "We will set this question on the council of directors. And it is possible to convoke the council of directors fast enough", - S.Mynbaeyv told, and added that "all decisions in the dependent companies and Samruk itself will be made according to the orders of the president". The state holding Samruk was created according to the decree of the head of the state, signed in January of the current year. The government determined five national companies state stakes of which are transferred to the holding on the first stage : Kazakhtelecom JSC, Kazpost JSC, companies on managing of electric networks KEGOC JSC, oil and gas KazMunayGas JSC, and Kazakhstan temir joly (KTJ, railway).
