auditor's report on the company's consolidated financial statement for 2018.

The company's financial statements for 2018 were audited by Deloitte LLP.
According to the auditor’s report, which contains the grounds for qualified
opinion, consolidated financial statements present fairly, in all material
respects, the consolidated financial position of Kazakhstan Utility Systems and
its subsidiaries as at December 31, 2018, and their consolidated financial results
and consolidated cash flows for the year then ended in accordance with IFRS.
