auditor's report on the company's consolidated financial statement for 2018.

The company's financial statements for 2018 were audited by Crowe Audit KZ LLP.
According to the auditor’s report, the consolidated financial statements present
fairly, in all material respects, the consolidated financial position of Temirtau
Electro-Metallurgy Plant as at December 31, 2018 and its consolidated financial
results and consolidated cash flows for the year then ended in accordance with
IFRS.
